But H.R. 7008 is a scam.

Let’s break it down.

H.R. 7008 was introduced earlier this year as a counter to H.R. 5106, the Restore Trust in Congress Act. H.R. 5106 has 141 cosponsors - 35 Republicans and 106 Democrats - and bans members of Congress and their dependents from buying, selling, and owning individual stocks. The Stop Insider Trading Act does almost none of that.

Here’s the key section:

In this bill, “covered individuals” include members of Congress and their dependents but, as you can see, the only restrictions on those individuals are:

• Purchasing individual stocks

• …

• that’s it…

Under H.R. 7008, the Stop Insider Trading Act, members of Congress can still do all sorts of insider trading.

How are we going to stop it?

Now, with Watergate-sized campaign finance scandals failing to even make a page six headline, the Supreme Court decided to carve another hole in our paltry regulatory regime.

In a 6-3 decision, the Supreme Court sided with the National Republican Senatorial Committee to remove all limits on political party coordination with candidates. In practice, this will render contribution limits near-useless.

How does it work?

In federal elections, individual donor’s can give up to $7,000 per cycle directly to a candidate and up to $132,900 per year to each party account - RNC, NRSC, NRCC, etc... In an election cycle (two years,) an individual donor can give up to $700,000 to a party apparatus. Until today, parties were limited in how much they could spend in direct coordination with a candidate, falling anywhere between $65,300 - $130,600 for House candidates and $130,600 - $4,071,800 for Senate candidates.

Now, those limits are non-existent.

How will it impact money in politics?

While there are functionally still limits to how much donors can directly give to a candidate, wealthy donors can now circumvent those restrictions by giving through a party. Instead of being limited to a $7,000 contribution, individuals can now contribute up to $700,000 to the Democratic or Republican party’s bank account and have that be earmarked for their candidate of choice.

For all intents and purposes, individuals can now give up to $700,000 directly to a candidate each election cycle. Because there are still some limits, Super PACs that receive million-dollar checks will still be prominent fixtures in our political environment, but the writing is on the wall and the wild west of campaign finance law is only becoming more lawless.

What can we do?

In short: win.

The only way to fix money in politics is for an anti-corruption coalition to win - and win big.

We now have over 50 candidates that will be on the ballot in November who have taken the Political Integrity Pledge to fix our broken and corrupt system.

Of the eight races where at least one candidate took the Political Integrity Pledge, we won six. That means that six more candidates will be on the ballot in November who have pledged to:

• Reject corporate PAC money

• Support a stock trading ban and hold no individual stocks

The movement we are building cannot be underestimated.

As of this writing, over 50 candidates who have taken the pledge will be on the ballot in November. This is not just a movement for progressives. Moderates, independents, and yes, even some Republicans have begun signing on.

Come January 2027, a whole new generation of candidates will be in Congress. On day one we are going to get to work.

Tuesday’s results only solidified that fact.

Six candidates that took the Political Integrity Pledge won their primaries, and at least two other candidates will likely advance to the November elections once California finishes counting their votes.

In New Jersey, Adam Hamawy, Analilia Mejía, and Rebecca Bennett all won their primaries without corporate cash.

In Montana, Sam Forstag won the MT-01 primary without corporate cash.

In Iowa, Dave Dawson won the IA-04 primary without corporate cash.

In California, Angela Gonzales-Torres advanced to the general without corporate cash. She is up against Rep. Jimmy Gomez who accepted $133,000 in corporate PAC money last cycle.

Once the votes are tallied, we expect Randy Villegas, Mai Vang, and possibly 1-2 other California candidates to also advance to the general with $0 in corporate cash in their bank accounts.

Come November, we are already set to have over 30 candidates on the verge of entering Congress who have all pledged to:

• Reject corporate PAC money

• Support a stock trading ban and hold no individual stocks

• Support a five-year lobbying ban

• Support overturning Citizens Untied

Bob Brooks (PA-07,) Chris Rabb (PA-03,) and Charles Booker (KY-Sen) all won because these issues are winning issues. Even though they were up against millions of dollars in outside spending and dark money, these candidates prevailed because their integrity was worth more to the average voter than another TV ad funded by corporate donors.

V1.0 of the Political Integrity formula tracked three key metrics:

It was never meant to be a hard test to pass but yet there were a lot of failing grades.

Now, we are launching V2.0 of our formula, a massive overhaul to how we grade members of Congress.

Rep. Christian Menefee won the January 2026 special election but because Texas primaries are some of the earliest in the nation, he had to run again in March, this time in a new seat that was redrawn after Texas’ mid-decade redistricting. He led the March primary but will continue to run in yet another runoff against longtime Rep. Al Green in May.

No matter how many races he had to run, Rep. Christian Menefee followed through on his pledge to:

• Support a ban on lobbying after leaving elected office

The Political Integrity Project poured $0.00 into these races but saw two candidates who have taken the pledge beat their industry-backed opponents.

Juliana Stratton won the Democratic Senate primary, overcoming $10,000,000 in Crypto lobby money spent against her. She bested former Reps. Raja Krishnamoorthi and Robin Kelly. Both of her opponents have received hundreds of thousands of dollars in corporate PAC money while in office. Juliana has taken none.

Daniel Biss won the Democratic primary for Illinois’ 9th House seat. He was up against Kat Abughazaleh, another candidate who took the pledge, and Laura Fine, a former state senator who was buoyed by $4,500,000 in outside spending from an AIPAC-front Super PAC, Elect Chicago Women. ECW went on to spend $1,400,000 in negative ads against Biss and another front organization, Chicago Progressive Partnership, spent $1,200,000 against Kat Abughazaleh.

No matter how hard AIPAC tries, they can’t stop a movement with money.
